AI-Assisted Labor Market Impact Assessment Processing

The LMIA Summary of Information system is an artificial intelligence tool designed to assist government employees in processing Temporary Foreign Worker Program applications. The system analyzes data from multiple internal sources—including business registration information, employer addresses, wage details, and compliance records—to generate concise reports that highlight key factors relevant to each application. This AI-generated summary helps processing officers quickly identify important information and focus their review on critical application elements.

This system is currently in production and uses generative AI and natural language processing to analyze and synthesize information from the Labour Market Impact Assessment (LMIA), Integrated Case Management System (ICMS), and Temporary Assignment Management System (TAMS) databases. It is important to note that while this summary assists officers, it does not replace their responsibility to independently review all relevant source information before making decisions on applications. The system does not process personal information about foreign workers themselves.

The AI system was developed by the Government of Canada and is operated by Employment and Social Development Canada. Processing officers remain accountable for all final decisions, and the system serves as a decision-support tool rather than an automated decision-maker.
