The Receiver General – Fraud Detection (Payments) system is an artificial intelligence tool designed to identify unusual or potentially fraudulent payment activity across Government of Canada payment streams. The system analyzes payment metadata and historical transaction data to score and rank transactions by risk level, surfacing patterns that warrant closer examination by financial analysts.
This system augments existing fraud prevention controls by automating the detection of anomalous payment behavior that might indicate fraud, error, or other irregularities. Government employees use the system's analyst workbench to review flagged transactions and investigate high-risk patterns. The system includes explainability features to help analysts understand why specific transactions were flagged. This system is currently in development and involves the processing of personal information, though payment data is hashed or pseudonymized where applicable.
