The National Research Council Canada has developed an AI system to detect weak signals of emerging technologies in scientific publications that may impact national and international security. This system analyzes scholarly literature using scientometrics—the science of measuring and analyzing research trends—to identify technology developments earlier than traditional methods. The AI simplifies detection of emerging risks and opportunities while introducing new techniques for predicting technological impacts.
This system is currently in development and is designed for use by both Government of Canada employees and the public. The system does not involve the processing of personal information. By automatically scanning vast amounts of scientific literature, it helps decision-makers understand technology trends and potential security implications before they become widely recognized threats or opportunities.
