Automated Mental Health Benefits Access for Veterans
Veterans Affairs Canada has developed an automated system to help veterans access mental health treatment benefits more quickly. Traditionally, veterans had to wait up to 16 weeks for their disability benefits application to be fully adjudicated before receiving any mental health coverage. This new system allows eligible veterans to receive mental health treatment coverage immediately upon applying for disability benefits — for up to two years or until a formal disability entitlement decision is made.
The system evaluates applications using personal information already held by the federal government, automatically determining eligibility based on specific criteria related to mental health conditions. If a final disability decision is reached during this period, coverage either continues seamlessly through Veterans Affairs Canada's Treatment Benefits program (if approved) or remains active until the end of the two-year eligibility window (if denied). This process is designed to reduce delays and ensure vulnerable veterans receive timely access to the mental health supports they need.
Veterans should be aware that this automated system can render eligibility decisions without direct human involvement, though human override remains possible. Meaningful explanations are provided for any decision resulting in a denial of benefits. The system has been assessed at Impact Level 2, meaning it undergoes peer review and requires plain-language notices across all service delivery channels.
