AI-Assisted Export Shipment Risk Assessment Tool

The Export Compliance Dashboard is a decision-support tool used by Canada Border Services Agency (CBSA) officers to help identify export shipments that may be non-compliant with Canadian customs regulations. The system analyzes export declaration data submitted by exporters and shippers — such as business numbers, container numbers, commodity codes, declared values, and country of destination — and compares this information against historical records to generate a risk probability score. It also flags shipments where specific data points appear to be missing or unusual.

This tool does not make decisions on its own. CBSA officers use the risk scores and anomaly flags as one of several sources of information when deciding whether to physically examine a shipment. The goal is to help officers focus their attention on higher-risk shipments, improving the detection of contraband (such as stolen vehicles) while reducing unnecessary examinations of compliant, low-risk shipments.

Members of the public and export industry should know that the system operates as a supplement to existing CBSA systems and officer expertise. Any shipment may still be examined under the Customs Act regardless of its risk score. Exporters whose shipments are flagged or examined retain the right to challenge decisions through existing CBSA recourse processes. The algorithm used by the system is treated as a trade secret for security reasons, though the system's role in the decision-making process is disclosed publicly through this transparency page.
