AI-Assisted Triage for Visitor Visa Applications

Immigration, Refugees and Citizenship Canada (IRCC) uses an advanced data analytics system to help process overseas temporary resident (visitor) visa applications more efficiently. The system reviews application data and sorts applications into tiers based on their complexity. For straightforward applications that meet clear eligibility criteria, the system can automatically confirm that an applicant is eligible — helping to reduce wait times and manage a growing volume of requests. The system never refuses an application or recommends refusal; it only makes positive eligibility determinations.

Even when the system approves an applicant's eligibility, a human immigration officer always reviews every application for admissibility and makes the final decision. Officers are not informed of the system's rules or analysis, ensuring each officer's review remains independent and individualized. If an officer discovers information during their review that may affect an eligibility determination, they have the authority to revisit it. All applications that are not automatically approved for eligibility receive a full, individualized assessment by an officer.

The system was developed with input from legal, policy, data science, and privacy experts, and was reviewed by experienced immigration officers and senior decision-makers. IRCC conducts regular monitoring and quality assurance to detect and address any unintended biases or performance issues. Applicants whose visa is refused can re-apply at any time, and a recourse process is available for those who wish to challenge a decision.
