AI-Assisted Eligibility Assessment for Spousal Immigration
Immigration, Refugees and Citizenship Canada (IRCC) uses an advanced analytics system to help process applications from spouses and common-law partners seeking permanent residence in Canada. The system was created to address a backlog of applications and help IRCC meet its processing targets by automatically determining whether certain applicants meet eligibility requirements. The system analyzes data elements submitted in applications to triage cases and automate some positive eligibility determinations for both Sponsors and Principal Applicants.
This system only makes positive decisions — it never refuses an application or recommends a refusal. If the system determines an applicant is eligible, the application is still forwarded to an immigration officer who makes the final decision. Any application the system cannot approve is given a full individualized review by a human officer, following standard practice. Officers are not told what analysis the system performed, ensuring each officer assessment remains independent and individualized.
The system was reviewed by experienced immigration officers, legal and policy experts, data scientists, and privacy specialists to ensure its rules are logical, transparent, and aligned with established eligibility criteria. Regular monitoring and quality assurance are in place to detect and address any unintended outcomes such as bias or discrimination. Applicants whose cases are refused at any stage retain the right to challenge those decisions through existing recourse processes.
