The Export Control On-Line System (EXCOL) is an interactive, computerized application that allows clients to submit export applications and certificates online through a secure channel. Operated by Global Affairs Canada, this system is currently in production and processes export permit applications from both government employees and members of the public.
EXCOL uses rule-based decision techniques to automatically grant EIPA permits when specific conditions are met, such as when importers and exporters have available quotas. The system reviews user-submitted applications containing required information and data files to determine permit eligibility. Because EXCOL processes personal information as part of export permit applications, the system includes safeguards to protect applicant data while enabling efficient permit processing.
The system was developed by CGI Group Inc. and represents an important part of Canada's export control infrastructure, streamlining the permit application process while maintaining necessary oversight and security through secure online channels.
