AI-Powered Parliamentary Meeting Transcription and Summarization
ParlBrief is an artificial intelligence system designed to automatically transcribe and summarize bilingual parliamentary committee meetings. The system was created to address a critical operational challenge: parliamentary affairs units across the Government of Canada were required to deliver meeting summaries to the Privy Council Office within three hours of each meeting's conclusion, resulting in significant overtime costs and staff burnout. Existing commercial tools could not handle the length and complexity of parliamentary meetings or adequately manage bilingual content.
The system uses a combination of proprietary and open-source language models to transcribe audio recordings, translate content between English and French, generate structured summaries, and assess the tone of discussions. By automating these time-intensive tasks, ParlBrief aims to reduce the manual workload on government employees, improve the timeliness and accuracy of meeting summaries, and enhance employee well-being across departments.
ParlBrief processes audio and video data from parliamentary committee meetings sourced from the House of Commons website and the ParlVU recording system. The system does not involve the processing of personal information about individuals. It is currently in development and is being deployed for use by Government of Canada employees who work in parliamentary affairs units.
