Automated Passport Renewal Processing for Canadians

Immigration, Refugees and Citizenship Canada (IRCC) has introduced an automated decision-making system as part of the Passport Program Modernization Initiative. The system processes routine, low-risk adult passport renewal applications through the Global Case Management System, automatically verifying an applicant's identity, citizenship eligibility, and entitlement to a passport. This automation mirrors the manual checks previously performed by passport officers and is authorized under the amended Canadian Passport Order (2019).

The system only renders positive decisions — meaning it will only approve applications that clearly meet all established requirements. If any complexity is detected, such as a first-time application, a child's application, or any case that might result in a refusal, revocation, or cancellation, the system automatically routes the file to a human passport officer for review. This ensures that no negative decision affecting an individual's right to a passport is ever made without human oversight.

Citizens should know that their personal information (classified up to Protected B) is used within this process, and that robust audit trails, recourse mechanisms, and human override capabilities are in place. Individuals who wish to challenge a passport decision have access to a formal recourse process. The system has been reviewed by the Office of the Privacy Commissioner and assessed under the Government of Canada's Directive on Automated Decision-Making.
