AI-Powered Policy Briefing Note Generation

Global Affairs Canada is experimenting with artificial intelligence to help policy analysts draft briefing notes more efficiently. The system uses OpenAI's advanced language models to create initial draft briefing documents by analyzing internal data and documents uploaded by users, such as Word files, PDFs, and emails. A policy analyst then reviews, validates, and enhances these AI-generated drafts to produce the final briefing note.

This system is currently in the experimentation phase and is available to Government of Canada employees working in policy analysis roles. The system does not involve the collection or processing of personal information about individuals. The AI model works by finding relevant documents through advanced search capabilities and then synthesizing information from those documents into a coherent briefing format that analysts can use as a starting point for their work.

As part of Canada's commitment to transparency about AI use in government, this system is being monitored and documented to ensure it operates responsibly and delivers value to policy teams across Global Affairs Canada and other departments including Strategic Planning, Policy and Operations.
